About the Project
What is the WA MASS Project?
The WA MASS Project is a network of more than 20 organizations across Washington State that work together to support asylum-seekers and other migrants. The project provides coordinated access to services such as case management, legal assistance, and housing support.
Who is eligible for WA MASS services?
Eligibility is confirmed through a screening with the Hub. You may be eligible if you are a non-citizen residing in Washington State who:
- Entered the US after January 1, 2022; and
- Are not eligible for ORR benefits.

What services are offered?
Services may include:
- Culturally Responsive Case Management
- Immigration Legal Services
- Emergency Housing and/or Housing Navigation
- Relocation Assistance
- Referrals to community resources (food, medical care, employment support)
Resources are limited and cases are prioritized based on need.
WA MASS Project: Hub & Spoke Structure
How the WA MASS Project is organized
The International Rescue Committee (IRC) serves as the central Hub — conducting eligibility screenings, intake, and needs assessments. Spoke organizations then deliver specialized services including case management, legal aid, and housing support.
What is the Hub?
The International Rescue Committee (IRC) serves as the WA MASS Project Hub. The Hub conducts eligibility screenings and completes an intake and needs assessment for every eligible household/individual. All clients must complete intake with the Hub before being referred to a service provider.
What are Spoke organizations?
Spoke organizations are service providers offering case management, legal services, and housing assistance. The Hub assigns referrals based on need, provider capacity, and proximity.
Can I choose my service provider?
No. Referrals are assigned based on need and the availability of service providers.
Can I go directly to a service provider?
All cases must go through the Hub. However, any WA MASS Project provider can help connect potential clients to the Hub for screening and intake.
Enrollment Process
How can I access the WA MASS Project in person?
Most in‑person services require an appointment for eligibility screening. We also take walk-ins who do not have an appointment (subject to availability of Hub Navigators). Physical Hub locationsare listed on our office hours & locations page.
How can I access the WA MASS Project virtually?

How do I apply for services?
You can connect with the Hub by:
- Completing the online eligibility screening form,
- Visiting an in-person Hub location, or
- Calling the Hub to request an appointment.
What documents do I need to have during my in-person or virtual screening?
Please have documents that verify your nationality and date of entry into the United States. The paperwork you were issued by immigration authorities when you arrived in the US (such as the NTA, I-94, or Release on Recognizance) can help verify your nationality and date of entry.
What if I don't have immigration paperwork?
If you don't have immigration paperwork, bring a government-issued ID and discuss your situation with staff at the Hub. They may be able to assist you.
What can I expect during my in-person or virtual appointment with the Hub?
Hub staff are known as Navigators. Navigators will walk you through the following steps during your appointment. Note that the screening, intake, and needs assessment process may take between 1 and 2 hours:
- Review your paperwork to determine if you meet the eligibility criteria for WA MASS.
- If you are eligible, conduct an intake to enroll you in the Project.
- Depending on your situation, a Navigator may conduct a needs assessment following your intake or schedule it for a later time.
What happens if I'm not eligible for WA MASS services?
The Hub may be able to provide information on alternative resources.
Waitlist
Understanding the waitlist
After intake, most clients are placed on a waitlist. Demand for services is high and resources are limited. The Hub prioritizes clients with the highest needs and sends referrals for clients who are on the waitlist in order of case priority — you do not need to reapply or complete another intake.
What happens after my intake?
After intake, the Hub:
- Makes referrals for any urgent needs you have that align with project prioritization,
- Places you on the WA MASS Project waitlist for other services you need,
- Refers you to a provider when capacity becomes available.

Demand for services is high, and resources are limited. The Hub prioritizes clients with the highest needs.

What types of service providers might I work with?
Depending on your needs, you may be referred to:
- Emergency housing service providers
- Housing navigation service providers
- Case management service providers
- Immigration legal service providers
Multilingual Support
Does WA MASS Project provide interpretation services?
Yes. The Hub and service providers offer interpretation services to meet as many language needs as possible. Professional interpretation and follow-up case management are provided for all intake appointments across Washington. Ask about available languages during your appointment.
